belmont bay city. when you hear it, when you know of it, it seems like a perfect city for a honeymoon, to live there, with a powerful local economy, who wouldn't want to move to this city? probably the people being dragged to this city unwillingly in the dark vans, not knowing what's going to happen, their minds blurred with sedatives. it isn't a perfect city, not when you actually take a look at it. not when you ask and get, "nothing's wrong" is when you should probably worry. in this wonderful, huge city, there are two groups of people with the government behind them. the ones that think gifted are toys, the scientists that want nothing more to than find a way to kill the powers of a gifted that isn't cooperative, and ways to give someone else other powers. to their side is the group called division which is the army - but highly trained individuals, and even the occasional gifted who has been trained and raised to be in division.
what wouldn't there be if someone loathed this so much to start a rebellion? they call themselves the plague, interesting. they have their own place to call a reunion area, a place for them to plan, to plan their riots, boycotts, fights against the iron grasp of the government in this city. the gifted all over this city are controlled, unless you're a rogue, then you're just fine if you keep your powers quiet from the government. it's a touchy city, you can never be quite sure who to trust. the government of course, takes to their second nature, to say they're doing nothing wrong with the gifted, not considering them human enough and therefore the laws do not apply to them. making the gifted toys for them, for the engineered gifted with multiple reasons to be living, to the born that can be rogues, that haven't been touched by another power that wasn't naturally yours. it's time to pick a side, it's time to see who you can truly trust in this city where everyone says, nothing is wrong.
